The 40th Anniversary and Conference of the Center for Earthquake Engineering Research

The Center for Earthquake Engineering Research (CEER), the first center focused on the research, application and education of earthquake engineering in Taiwan, has been established for 40 years since 1978. Many landmark building designs were reviewed by the CEER members, such as Taipei 101 Building, National Taichung Theater, Kaohsiung Main Public Library, Terminal Three of Taoyuan International Airport and Banqio Fuzhou Residential Buildings etc. To celebrate the anniversary, the CEER hosted the 40th Anniversary and Conference at NTU on June 14, 2018. More than two hundred participants attended the event, including 10 prior directors of the center, professors and students of the Department of Civil Engineering and engineers. The distinguished guests were NTU Acting President, Prof. Tei-Wei Kuo (郭大維), Head of Ministry of the Interior in Architecture and Building Research Institute, Rong-Jing Wang (王榮進), Chairman of Real Estate Development Association of Taipei, Chun-Tong Chen (陳春銅), Dean of College of Engineering, Prof. Wen-Chang Chen (陳文章) and Chairman of Department of Civil Engineering, Prof. Shang-Hsien Hsieh (謝尚賢).

 

Twenty years ago, the members of the CEER assisted the National Science Council (NSC) to establish the National Center for Research on Earthquake Engineering (NCREE), aiming for the improvement of the research facility of Taiwan and the international collaboration. The NCREE becomes a worldwide research center now, providing a lot of assistance to the government agencies and East-South Asian Countries. The CEER has actively cooperated with the government and industries on the structural design review of special buildings and the research application, assuring good building design and minimizing the damage of structures in earthquakes.

 

The CEER has provided a scholarship for doctoral students, focused on the study of earthquake engineering since 2014. With the help from King-Le Chang & Associates, the CEER in 2018 starts a new scholarship for graduate students with a good research work on the structural and geotechnical fields. The total amount of scholarship is 1.26 million dollars (TWD) per year for 14 graduate students. In this special event, the NTU Acting President Kuo gave the prize to the award funder of Mr. Ching-Li Chang; Dean Chen gave a special award to Mrs. Li-Li Wei who has served for 30 years in CEER.

 

For overviewing the development of seismic building design in Taiwan, the CEER in this conference invited 10 speakers who have been heavily involved in the building design and construction in Taiwan. The invited speakers were Chef of T. Y. LIN (林同棪工程顧問股份有限公司), Hong-Sheng Lin (林宏昇), General Manager of King-Le Chang & Associates (傑聯國際工程顧問有限公司), Ching-Li Chang (張敬禮), Vice General Manager of聯邦工程顧問股份有限公司, Huan-Wei Chen (陳煥煒), General Manager of 凱巨工程顧問有限公司, Tsun-Lin Chen (村林), General Manager of永興結構土木聯合技師事務所, Mu-Chung Yang (楊慕忠), Chairman of 超偉工程顧問有限公司, Fu-Shung Chen (陳福松), Chairman of築遠工程顧問有限公司, Ying-Chih Chang (張盈智), Chairman of Evergreen Consulting Engineering Inc. (永峻工程顧問股份有限公司), Shao-Sung Hsieh (謝紹松), General Manager of群策工程顧問股份有限公司, Cheng-Wei Li (栗正暐) and General Manager of CECI Engineering Consultants, Inc. (台灣世曦工程顧問股份有限公司), Chao-Lieh Wang (王炤烈). These talks focused on the development and characteristics of important buildings in Taiwan made this event more meaningful. Finally, I would like to give my best wish to the CEER for the further and solid contribution to our engineering community of Taiwan.
